COPAL seeks to unite Latinx people in Minnesota in an active grassroots communal democracy that builds racial, gender, social and economic justice across community lines. They work from Minneapolis, serving Latinx populations across the state of Minnesota. They have a database of over 30,000 Latinx community members and have been subcontracted by the Minnesota Department of Health as a COVID-19 Community Coordinator.
